What are Dubai property service charges?

A service charge exists because a jointly owned development has common parts that someone has to run, and the owners fund that work annually. Dubai Law No. 6 of 2019 frames the charge around the management, operation, maintenance and repair of jointly owned real property, which is narrower than the full cost of owning a unit.

Jointly owned real property is a development in which units are individually owned while common parts are shared. Without shared parts to manage, operate, maintain and repair, there is nothing for the charge to fund.

Verification rests with the Dubai Land Department and RERA framework, together with the management entity and the approved records for the exact jointly owned property. The DLD Service Charge Index lets a customer select the project, use and year to view approved information.

Where do service charges appear in an ownership decision?

They appear in acquisition due diligence, annual budgeting, rental-return analysis and resale preparation. Before purchase, request the current approved information and any relevant account statement, then match the project, use, year, unit and owner details.

An approved budget is the costed plan for a project year that determines what the service charge must raise and how it is divided between units. It is project-specific and year-specific, which is why one building's figure cannot stand in for another's.

How is a planning estimate calculated?

Where the verified source supplies an annual rate and the applicable chargeable area is known, a simple planning estimate is:

Estimated annual service charge = verified annual rate × applicable chargeable area

Both operands must be labelled inputs, and the estimate must preserve the same project, use, year, area basis and units as the source. Multiplying a rate stated per square foot by an area stated in square feet returns an annual amount in the currency of the rate; if either operand uses a different basis, the product has no meaning. If the official record instead provides a total or a different allocation method, use that record rather than forcing the multiplication formula.

Chargeable area is the area figure the approved budget uses to allocate a service charge to a unit. It is taken from the property record and the allocation method, and it does not have to match a marketing floor area quoted in a listing.

The service-charge estimator therefore starts blank. It does not embed a Dubai-wide amount. Its output should be reconciled with the approved index result and invoice before it enters a purchase budget.

What do service charges not prove or include?

A verified charge does not prove the physical condition of the unit or common parts, the adequacy of future reserves, the quality of management, future charge levels or the investment suitability of the property.

Do not automatically merge utility bills, finance payments, insurance attributable only to the unit, internal repairs, letting fees, property-management fees, vacancy loss, taxes outside the UAE or transaction costs into the service-charge line. Each has its own evidence and allocation rule.

What are the limitations of this definition?
